Noelle Shema

Noelle is a dedicated and driven leader with more than 15 years of experience directing and scaling operations, building and motivating high-performing teams, and consistently exceeding the expectations of customers and clients across the defense and government contracting sectors. She joined ITC in January 2012 as Office Manager and advanced through roles of increasing responsibility, including Vice President of Operations. In September 2017, she was appointed President of ITC, and in 2026 she assumed the role of Chief Operating Officer, further expanding her leadership over the company’s operational strategy and execution.

Noelle’s specialty lies in organization management and contract management.

Prior to joining ITC, Noelle worked abroad supporting other governmental agencies in the Middle East and Southeast Asia.

Noelle holds a B.S in Psychology and B.A. in History from the University of Florida and a M.S. in Integrated Marketing Communications from West Virginia University.
