Gerald P. Raia
Gerald P. Raia serves as a Project Officer and Program manager for multiple portfolios supporting Foreign Military Sales (FMS) and non-FMS projects. Gerry brings expertise in FMS as the former Security Cooperation Director and Foreign Military Sales (FMS) Director for the Office of Military Cooperation, Kuwait from July 2019 to July 2021. He managed Kuwait’s Ministry of Defense’s $20B FMS portfolio comprised of 188 cases including F/A 18 Super Hornets, M1A2K Tanks, Apache Helicopters, and Patriot Battery Missile Defense systems. He served dual roles working for both the Ministry of Defense and the US State Department.
Gerry is a graduate of Oregon State University and completed his Master of Science post- baccalaureate degree, Systems Inventory Management, at the Naval Postgraduate School in Monterey. He is qualified in the Acquisition Professional Community (APC) and is Surface Warfare Supply Corps Officer qualified.
A career Naval Officer spanning over 38 years, Gerry served as Director, Defense Logistics Agency Troop Support, Construction & Equipment, and as Director, Procurement Process Support and Chief of the Contracting Office at DLA Troop Support, Philadelphia, PA. He also completed a tour as the Deputy Commander at Commander, Logistics Forces, U.S. Naval Forces Central Command, Commander, Military Sealift Command Central, Commander Task
Force FIVE THREE, July 2014 to July 2016, Manama, Bahrain. Gerry was the first Commanding Officer, Fleet Logistics Command Bahrain July 2012 to July 2014, a Command he established. He also served at DLA Headquarters, Fort Belvoir, VA s the Division Chief for Order Fulfillment under the J-33 Directorate. Additionally, he completed a tour at Commander, Naval Supply Systems (NAVSUP) Command in May 2008. While at NAVSUP, he deployed to Mosul, Iraq on an Individual Augmentation and served as Chief of Contracting, Regional Contracting Center, Mosul, Iraq.
At sea, Gerry was the Officer in Charge aboard USNS ROBERT E PEARY (T-AKE 5) from March 2010 to March 2012 making two deployments in two years to both FIFTH and SIXTH Fleet respectively. He served aboard USS SIMPSON (FFG-56) as Supply Officer and served as Underway Replenishment Officer, assistant Stock Control Officer in USNS CONCORD (T- AFS 5).
Gerry’s military awards include the Defense Superior Service Medal, Legion of Merit (3), Defense Meritorious Service Medal (4), the Meritorious Service Medal (3), the Navy and Marine Corps Commendation Medal (4), the Navy Achievement Medal (2), and other various personal and unit awards.
