Raphael (Ray) MacWilliams

FMS Subject Matter Expert

Raphael (Ray) MacWilliams leads the ITC Program Management support of the Naval Air Systems Command’s Swiss F/A-18 program. Ray has held a variety of leadership positions over his 41-year Navy civilian career and brings over 30 years of Foreign Military Sales (FMS) experience to ITC.

Ray held various logistics/supply chain management positions at the Aviation Supply Office, Naval Inventory Control Point, and NAVSUP Weapons Systems Support located in Philadelphia, Pennsylvania. He served as the Weapons Systems Manager for the USN A-7, A-4, T-2 aircraft programs. He was the Lead Logistics Manager for the FMS Aviation Programs and the FMS Operations Manager.

Prior to joining ITC Defense, Ray was the Deputy Director of International Programs at NAVSUP Weapon Systems Support. In this capacity he oversaw the support for over 100 international partners operating aviation and maritime equipment. His team was responsible for the life cycle management of FMS cases and the Navy International Logistics Control Office role of managing the USN portfolio of 3,800 FMS cases valued at over $100B.

He graduated from Saint Joseph’s College (now University) with a Bachelor of Arts degree in Political Science. He earned a Master of Arts degree in Business Administration from LaSalle University. Ray earned a Certificate in Supply Chain Management from Penn State University Smeal College of Business.
